Oscar Harrell Joins Jubilee

While we’ve kept both hands firmly on the wheel as we navigate this challenging time, we’ve also kept an eye on the long-term health of Jubilee. We’re planning, growing and positioning Jubilee for the future. One where we help more adults with disabilities live their best lives.                                             

With that in mind, we’re thrilled to introduce you to Oscar Harrell, Jubilee’s new Chief Operating Officer. This is a new position for Jubilee, and Oscar will make Jubilee even better. 

Oscar is passionate about Jubilee’s mission. As COO, he will be providing executive oversight for day-to-day operations, finances, program services, and quality enhancement. Oscar brings a wealth of experience in finance, operations, IT, housing, and project management. He has spent his career leading programs that benefit people with disabilities and communities in Maryland.

Oscar worked at Special Olympics International where he served as Director of Finance and Operations and led grant oversight for the tremendously impactful Unified Schools program. Most recently, Oscar joins Jubilee from the South Baltimore Gateway Partnership where he led parks and capital projects in the Baltimore Region. 

With the launch of the new COO role, we are making operational changes to Jubilee’s structure, and Julia McCune will now be our new Director of Community Engagement, as well as continuing as our COVID-19 response lead. This is great news for the people we support, as Julia will ramp up our efforts to provide robust programming and create community connections.
