Executive Director

Steve Keener, J.D.

Steve Keener is a passionate advocate for combating loneliness through community and belonging. As Executive Director, he leads Jubilee efforts to: support a larger and more diverse group of adults with disabilities in Montgomery County; create more opportunities for people to have homes of their own; and develop sustainable staffing models that benefit staff and the people we support.

A former Jubilee Board Member, Steve took the Jubilee helm in 2019 after serving as Corporate Counsel and Assistant Secretary at Special Olympics International. He was Chief Operating Officer and General Counsel for L’Arche Greater Washington. He received his law degree from the University of Notre Dame. The course of his life’s work was set as a young man when he and his wife volunteered as live-in caregivers for two men with disabilities.

Chief Operating Officer

Oscar Harrell

As COO, Oscar’s portfolio for Jubilee includes providing executive oversight for day-to-day operations, finances, program services, and quality enhancement. He brings to Jubilee a wealth of experience in finance, operations, IT, housing, and project management. Oscar has spent his career leading programs that benefit people with disabilities and communities in Maryland. He served as Director of Finance and Operations at Special Olympics International, and also led grant oversight for the tremendously impactful Unified Schools program. Most recently, he led parks and capital projects for the South Baltimore Gateway Partnership. 

Director of Quality Enhancement

Asha Clark, M.A., M.S.

Asha leads quality assurance for Jubilee and provides oversight and strategic management of Jubilee’s Developmental and Disabilities Administration services. She is a professional advocate with more than three decades of experience. Before joining Jubilee, Asha worked for The Arc Montgomery County as the Director of Family & Community Services, among other responsibilities, she oversaw the Personal Supports program and the Respite Services Program for the entire Montgomery County. She also worked for the Montgomery County Department of Health and Human Services.

Director of Program Services

Maria Dudish

Maria leads a team of dedicated program managers overseeing care for the people Jubilee supports. She served as the Assistant Director of Family and Community Resources at The Arc Montgomery County. She has more than 30 years of experience in the disability community. Her passion for improving the lives of people with disabilities began at home as she had both a sister and daughter with disabilities.

Deputy Director of Program Services

Caroline Waya

As Jubilee’s first Deputy Director of Program Services, Caroline works closely with the Director of Program Services to provide leadership and direction to the program services division. She helps oversee the delivery of high-quality residential services to the people Jubilee supports, and  previously served as a Jubilee program manager. Caroline worked at The Arc of Montgomery County and Delta Community Supports. She has nearly two decades of experience working with the intellectual and developmental disability community.

Deputy Director of Program Services

Adedayo Fashola

As a Deputy Director of Program Services, Adedayo supervises program managers tasked with overseeing direct support professionals who care for more than 150 adults with intellectual and developmental disabilities. He works in concert with the Director and Deputy Director of Program Services to make a meaningful impact in the lives of the people we support. He previously served as a program manager at Jubilee, and began his career in the field as a direct support professional.

Director of Accounting and Finance

Eileen Foster

With more than three decades of professional accounting and finance experience, Eileen steers a steady financial ship for Jubilee. Eileen manages the bookkeepers and all accounting functions. She is responsible for the organization’s financial reporting and government-required reporting. She also prepares, analyzes, and monitors the annual operating budget, capital budget and audit.

Director of Communications and Development

Bethany Keener, M.N.A.

Bethany provides leadership to a team tasked with communicating about and raising funds to support Jubilee’s mission. Her two decades of experience in the nonprofit sector includes serving as Executive Director at Spirit Club Foundation and as Director of Communications and Development at L’Arche Greater Washington, D.C. She holds a master’s degree in nonprofit administration from the University of Notre Dame. Bethany’s passion for her work comes from her own experience of being called into community and belonging by people with intellectual and developmental disabilities.

Director of Community Engagement

Julia McCune

As Director of Community Engagement, Julia leads our work to develop programs that bring Jubilee’s core values to fruition. These programs will emphasize community, mutuality, and spiritual care. She also serves as liaison to our Client Council. Previously, Julia served as Jubilee’s Director of Administration, and also worked as a programs and admissions manager. Julia enjoys running a monthly craft class for Jubilee. She previously worked at Friendship Community in Pennsylvania and at L’Arche Kilkenny, Ireland.

 

 

Director of Human Resources

Krista Ogburn, SHRM-SCP

Celebrating more than two decades at Jubilee, Krista knows the organization inside out. She manages recruitment, retention, employee relations, staff development, employee wellness, and employee benefits. She started her career on the program side of our business, working with an integrated preschool and  employment, respite, and seniors programs before transitioning into HR.  Immediately before joining Jubilee, she served as a management analyst at the Department of Labor. She chairs the Maryland Association of Community Services (MACS) Human Resources Network.

Chief of Staff

Mary Renderos, MSW

As Jubilee’s first Chief of Staff, Mary supports the Executive Director on government relations, organizational policy, and executive communications. She oversees Jubilee’s advocacy efforts, housing program, outreach to underserved communities, and admissions. Mary was previously Jubilee’s Admissions Manager. She brings several years of federal government advocacy experience to the role. Mary holds a Master in Social Work from the Catholic University of America and a Bachelor of Arts in Social Work from Loras College.
